STRAY DOGS HAVE RIGHT TO FOOD; DUTY OF EVERY RESIDENT WELFARE ASSOCIATION TO ENSURE STRAY DOGS HAVE ACCESS TO FOOD, WATER: DELHI HIGH COURT The Delhi High Court in the case of Dr. Maya D Chablani v. Radha Mittal has ruled that it is the duty and obligation of every Resident Welfare Association or Municipal Corporation to ensure that stray dogs in every area have access to food and water in the absence of caregivers or community dog feeders. No person can restrict the other from feeding of dogs, until and unless it is causing harm or harassment to that other person.
