The court noted that foreign contribution can serve as a medicine to the nation if it is used moderately and discreetly, for serving a large cause of humanity. If there is free and uncontrolled flow of foreign contribution, it has the potential of impacting the sovereignty and integrity of the nation, its public order and interest of the public. The court stated that it should borne in the mind that the legislation must be understood in context of the underlying intent of insulating the democratic polity from the adverse influence of foreign contribution remitted by foreign sources. The court stated that no one can claim acceptance of foreign funds as a vested right, it is much less than an absolute right.
